You're getting on with the 'Flamethrowers' then.
The cowl over the bulb is to make sure (as Mike Salter says) that all the
light generated by the bulb filament is sent into the focal point of the
reflector. Modern Halogen bulbs have the same reflector but INSIDE the
glass envelope of the bulb itself. Modern miniaturization I guess.
Just a word of warning - don't tighten the cowl fixing screw too tight or
the glass will 'ping' - oops that's cooked it!! Use a drop of silicone
sealant to keep moisture out and it will goo up the threads to stop them
loosening. It also provides a bit of resilience under the fastening to cope
with heat expansion of metals and glass.

Hello everyone. Have you ever noticed that driving lights (the separate
add-on lights) have an insert that encases at least part of the bulb ? At
least on some, the insert blocks the bulb from being seen head-on. Is that
the purpose ? Would it be too bright otherwise (for oncoming traffic) ?
I'm cleaning up some old ones and was thinking about leaving out the insert.
