steering assembly

I'm reassembling the steering column & box now and have a question about the 2
rubber rings and the felt cylinder.  Now that I have to box end assembled it
occurred to me that one of the rubber rings might belong at the bottom of the
steering column.  Right now I have both installed at the top of the column,
one on each end of the felt tube.
Can someone straighten me out on this?
