Norman Nock gives some very simple, practical advice about diagnosing 
squeaks and rattles that would probably apply to shimmy phenomena. To rule 
out suspicion of the wheel, switch the front and rear wheels and see if it 
continues.

I would think the same practical approach would rule out irregularities in 
the wheels and tires, and focus on the rotors/drums.
