the early cars with out the overflow pipes have a small notch in the cover
then there is a special washer and cup that goes under the nut. If this is
not there you will not have a flooding problem you will have a problem of
running out of gas at higher rpms.
If you are having a flooding problem look for high float levels or high fuel
pressure.
