I was in error to my last e-mail. You only pay $15.00 for a non-operational vehicle if you do it before the registration expires. I forgot to read that part - duh. You must pay a new registration fee and penalties, but it did not state if I could keep the old plates. I am thinking the worst, after all it is California DMV.
