It is a simple but ingenious device : when a rotor of one rear wheel is out of
round, that wheel will lock up sooner than the other wheel. Preventing this
improves the braking and the stability.

That is an inline brake dampener. It is 1960's anti-lock. It absorbs the
pulsing in the brake line and peddle due to things like a warped rotor or out
of round drum. I used to use them back when I didn't have any money and raced
with whatever junkyard parts I could cobble together.
They do in fact work.
