The ARP instruction sheet should come into play here. Mine says 40 lb/ft with
ARP Moly Lube or 60 lb/ft with 30 weight.

Subject: [Fot] Torque specs needed ASAP!
I'm hoping someone will have a good idea of what torque to use for
fastening the flywheel to Susan's 1300 Spitfire motor. It has a
Moldex crank, aluminum flywheel and ARP bolts with ARP washers. The
thread size is 3/8x24. I will also be using loctite during the
install.
Any suggestions on torque spec?
