If I would follow your idea I would overbore the bushing bore and set a new
bushing which is offset honed.
I think you can get 1mm out of it.

Does anyone know of a non-roller rocker arm for a TR6 which is stock
appearing and will give a higher ratio than the stock rocker arm. Seems to
me I heard of one somewhere once.
