I can see an Aluminum fixture say six inch square attached to a stout mill. This would be bored to accept the liner, height to be adjusted by shims under the liner where the "fig of 8" gasket seals go. The top of the fixture has six 7/16" tapped holes where a miniature single cylinder torque plate fixes the liner under load.
