I was able to get my TR3A fan off by taking the radiator loose from it's
mounts/hoses and moving it as far forward as possible. Then turn the engine
to bring each bolt to the bottom and undo it. As I recall, the bolts had to
come out with the fan, not enough clearance to remove them first. Used a
long, skinny wood chisel to turn the locktabs.
Mighty tedious job, though. If I was going to reinstall the fan, and knew
the apron bolts & captive nuts were in good shape, I'd probably pull the
apron instead.
But there's a lot of individual variation in these cars, so YMMV.
