Yes, absolutely ! Not only that, but note that a tire's rated weight
carrying capacity is at the rated maximum cold inflation. If you're running
less air than that, the weight rating is also less.
BTW, GVW also includes the tongue weight of your trailer; and any decent tow
vehicle will also have a rated GCVW that includes the entire weight of the
trailer (along with all the other stuff in GVW).
