There were still carbureted cars in 1980. The trick is getting one with the
right evaporative emissions fittings. There is no law that says it must be fuel
injected, as long as it meets the tailpipe emissions and has all the other
stuff, like evaporative and crankcase ventilation. The trick is that you'll
need
the rules (you can get them on line from DMV.CA.GOV) and you are going to
guess that the motor you build will pass! You'll need the cats with the carb,
maybe air injection as well. Key point: don't change the cam: performance cams
will blow you out of the water, both in the idle test and the load test. And
expect to rejet the carb using a dyno.
There is an option: propane conversion. Use the Morgan set up for Land Rover
engines, and there won't be any emission requirements at all. Produces more
power too, but range is compromised. Makes for easy barbecues at the track too.
