The only time I've come across this before was when a flat block head gasket
had been fitted to a recessed block, usually the engine won't start. Check
the engine number (I don't know the change point for US TR6 engines) and see
if there is a tab part of the head gasket sticking out of the back that says
"TOP", these ones are recessed block gaskets. No tab with recesses means low
compression.
