[Roadsters] braking

early 67 roadster

bought this car in 05.  been working on it off and on since.  never really had
it on the road until now.  bled through with dot 5 a number of  years ago.

I think Ibve replaced the brake hoses, and recently bled the brakes
profusely.  still not braking like it should.

jacked the front up and had the wife hold down the brakes; I canbt turn the
wheels.

any thoughts as to where I should look?
