The float arm on the tank sender can be bent [slightly] to alter the float
to rheostat wiper relationship thus allowing a full tank to read FULL.
e.g. in your case you want the rheostat wiper to read less resistance on a
full tank so the float arm needs to be bent to lower the float, thus, when
it floats up, it will force the rheostat wiper futher down the resistor,
closer to full voltage.

typically my fuel gauge has always registered less than full when full - is
the adjustment to be made at the sending unit end or at the fuel gauge end -
