 I thought the resistor was around 3 ohms? Also, how is that checked? 
Any corrosion on the resistor, Peter?

Ballast resistor usually 1.6-2ohms.
Coil for use with above usually 1.5-1.7ohms, Primary, 9.5-11.6ohms
Secondary.
My guess is that your meter in not sensitive enough.
Are you using a Digital Ohmmeter?

0 Ohmage between + and -

Lucas between center post and +_ = 6.9
Heavy Duty Coil - one I had lying around 8.7 for same Coil Linda lent me (12
v for EI applications) 11.5 Coil I bought from Dean 9

Ballast resistor I took from 510 - 0 ohmage between ends ( what is it
supposed to be?)

What do these measurements mean and do they give any clue as to which one
would be safe??
