1600 or 2000? The 1600 had some 70 only smog stuff. One of the things they
did was to hold the throttle open a bit under high manifold vacuum conditions.
This was to prevent back firing. The small vacuum hose on the manifold should
go to the vacuum motor for it. This may be out of adjustment. For a test
pull the hose and cap the barb on the manifold. Another possibility is that
the
vacuum advance on the distributor is hooked to the manifold vacuum rather
than the vacuum port on the carb.

If you are shifting under 2000 rpms no problem. Over 2000 rpms it seems to
hang up several seconds before it will idle down.
All smog equipment is on the car.
