1) how is the tick marks on the crank pulley marked? Where is 0 degree and
what is the increament?

If you have grooves in the crank pulley, the LAST one, the one most CCW, is
0deg or TDC for cyl#1.
Then, moving CW, they are in 5deg. increments BTDC, i.e. 5, 10 15 and 20deg
BTDC.

2) What is the easy way to adjust the crank pulley so that #1 piston is on
top dead center? Tried to adjust the crank pulley but the fan is in the way
of the wrench.

Take all the spark plugs out to reduce the load on the starter.
Then you can "bump" the starter using the ignition key to get the crank
close to TDC but it has got to be on the COMPRESSION stroke for #1. 
Then you should be able to get the TDC mark spot on by using a socket on the
crank pulley nut.
You may need to do it from under the car if the fan is in the way.
You might even be able to rotate the crank by turning the fan blades,
depends on how much grip the fan belt has and how strong you are.
