I'll answer this one. It was my mistake. I engaged the tab in the cap locator
in the wrong slot in the lower plate of the breaker assembly. That can only
happpen with a non-vacuum advance version. I learned a lesson that I need to
remember to watch for. Oops, I ended that last sentence with a preposition.
