This always freaks me out, too, 
but it's pretty common.
You can manipulate the filter so that the air is eventually drawn into the 
carbs-
but the next time you go around a corner with 1/4 of a tank, it'll reappear!

Apparently the fuel finds a 'short' path through the filter, and has no real 
need to fill it.

One of those things, I guess...
