I don't have a '70, but as I recall the '70 vehicles use the second
switch on the trans to affect ignition timing when the car is in top
gear. It was part of their emission control gear. I don't remember how
it works, my car is a 67.5 and doesn't have it.
To be sure what the switch is, just put an ohm meter across the switch
and go through the gears. I think the switch will change states when you
go in to top gear.
