Youch.
You tried the first step: new regulator. For kicks, try running with the
regulator completely unplugged (easy: at the regulator. harder: at the
plug at the alternator). With no voltage going to the armature windings,
the alternator shouldn't be able to produce much output.
I suspect at this point that you have a short either internally to
the alternator or in the little 4-wire pigtail. I don't know if there's a
hot lead in the 4-wire pigtail, though, so perhaps there's a bare wire
inside the alt that's touching the rectifier plate.
