Brake and turn signal lights

Roadsters,

    I was safety inspecting my 1969 1600 when I noticed that one of my turn
signals blinked from the top of the two lights and the other side from the
bottom of the two lights. Question, what is really suppose to happen, turn
signals on top or turn signals on bottom.  Is there anyway to have both lights
on one side blink when turn signal is on?
