It's JWL - An industry standard for Japanese alloy wheels approved for road
use. Like a DOT approval in the states, but third party instead of govermental.
Since the late seventy's all Japanese alloy wheels have the symbol. They added
a second standard in the 90's. Now you'll see the "JWL" and "VIA" to indicate
the wheels roadworthness.
