Early or late? On the early cars, the latch is held centered by the cable,
and if it the cable is disconnected or broken, the locking lever spring
biases to an unlocked position. I know this because it took a few tries to
get the cable adjusted correctly on freshly painted latch in the "R" ... too
loose and it wouldn't latch, too tight and it wouldn't release.
Years of crud could build up in the latch keeping it from moving the other
way, but if yours is an early car, I'd try gently bouncing the hood up and
down at the latch area - might be enough to get the latch lever to retract.
Beat hiring a contortionist to get at it from underneath...
Not sure on the late latches.
