There are a few possibilities. First, the PO might not have been any good at
doing valve adjustments.
Second, it could be an aftermarket cam and the manufacturer has different
recemmendations for clearances.
Third, as valves wear down their seats over time, they sink further into the
head. This reduces the clearances.
I'd go with the stock specs and see how it runs.
