It's your master cylinder.
If you're lucky, it's the pedal adjustment. Make sure the
spring that pulls the pedal up is still doing its job, and
that there's a wee bit of free play in the actuating rod
(the rod that pins onto the pedal, and presses against the
piston inside the master cylinder). If the master cylinder
stays activated even a tiny bit, pressure won't release and
you'll experience what just happened.
Thoroughly bleeding the master may help, if there's a bit
of crud caught in the valving, but I wouldn't count on it.
