R&R vent and heater controls???

I have two broken cables (heat and in/out air) in my 68 2000.  I notice there
are three screws on the face of the control assembly, but two of mine are
rusted in place with heads destroyed by PO.  Before I drill them out, is there
some way to replace the cables without removing the assembly?  If I do have to
remove it, how does it come out??? It doesn't look like it will pop out the
front, and even with the console out, I can't reach in from the back.
