O/T: Title washing states?

I have been looking at low mileage used cars online.  Many of what look
to be the best cars (low mileage and lower prices) are in Texas and
Florida.  I'm wondering, are these cars possibly rebuilt, with the
title washed by moving ownership through a state that doesn't have a
salvage title?  How would I find out if a particular car has been
rebuilt even if the title is clean?
