Whoa!  There should be a seat-back bottom-mounted latch controlled by a
lever at the top of the seat back "to keep the seat up right and not
flopping forward every time you hit the brakes".  If not, you need to
figure out why.  

The loop behind the seat is for a snubber strip, but that is just to
provide some tension against fold-over after the latch is pulled.
