Smack your float covers with a rubber mallet to see if that clears up the
overflow problem. If that doesn't work you'll have to take the lids off and
clean out the float needles. They do come apart just do it over a large
plastic storage box so you don't loose any of the very small parts.

The reason your car is running rough is because the float needles are stuck
open raising the level of the fuel causing it to run very rich.

Gas goes bad and stabil does work.
