Are you sure your butterfly is centered correctly?

I bought a set of 'almost' NOS U20 carbs that were on a car for a very short
amount of time and the guy I bought them from told me he had the exact same
problem.

After I got them home I examined them and found that the butterfly wasn't
centered correctly on one of them and wouldn't close because of that. I
loosened the butterfly screws, centered it, and all is well.

Poor quality control?
