O/T Weber DCOE questions

I recently bought a small DCOE (38DCOE25) for my PL411 w/J15.  It'll be a 
single DCOE on a stubby MGB manifold.  I've opened it to see what jets and 
such it has, and most look to be about right but one strikes me as 
odd.  Here's what it's got:

Idle jet 50F11 (40F9 or 45F9 would be better from what I've read)
Main jet 135 (I guesstimated 125-130 based on what I read online)
Air corrector 270 (this one alarms me; from what I've read it should be 
approx main jet + 50)
Emulsion tube F15
Pump jet 90F
Choke 28mm
Aux venturi 4.5

Also, the cold start thing on the back of the carb bumps my intake 
manifold, meaning I either need to cut the manifold a bit, or preferrably 
simply remove the cold start and block it off, since I understand it 
doesn't work all that well anyway.  Anyone know if there's a block-off 
plate available for that?  I've searched online and find reference to some 
carbs having the cold start circuit and some not, but not what to do to get 
rid of it.

The car has a J15 bored .030 over to 1511cc, hotter street cam grind, 
free-flow exhaust (MGB manifold, Magnaflow muffler, larger diameter exhaust 
pipe)...  It's not all back together yet from an untimely clutch 
replacement but I'm wondering if the carb bits and pieces are about right 
for this size engine, or if I should buy some other parts to start 
with.  Anyone with Weber DCOE experience please feel free to chime in!
