If there is enough slack in the chain that it has started to cut into the
bolt, then there is a lot of slack in it and should be replaced. The fact
that it has been wearing on the L-bracket means that even if it was in good
condition before, it isn't now.

You need to measure the head and see if it has been milled. If it has,
putting on a new chain without shimming the cam towers will still leave too
much slack in the chain.
