David,

You didn't say what year your car is, but you indicate that you pull the
headlight switch out to turn th elights on, which indicates that it is a
68-70 car. The following troubleshooting is for any Roadster prior to '69.
If you need information on a 69 or 70, please let me know. (Also whether
you have standard sealed beams, or the metal reflector hella lights.)

The easiest way to troubleshoot something like this is to divide the possible
problems up into smaller chunks.

On the headlight relay you will find 4 wires. Disconnect the Red Black and
Red White wires and try the switch again. If the fues blows the problem is
with the relay, or hte wiring from the fuse box to the relay.

Assuming that the fuse blows, try disconnecting the Red Yellow wire from
the relay and try again. If the fuse holds the problem is the relay. If
not, the problem is with the Red Yellow wire between the fuse box and the
relay.

Assuming the fuse didn't blow when you disconnected the Red White and Red
Black wires from the headlight relay, reconnect one of them and try again.
You should be able to determine which wire is shorted to ground. Those
wires go from the headlight relay to each headlight. There are connectors
near each side of the radiator support where the headlight wires plug into
the engine cpmpartment wiring harness. Try unplugging them and plugging
them in one at a time to isolate the problem.

Getting water into the connections or onto the headlight won't cause this
kind of problem. Water does not conduct much electricity, so that is not
your problem.
