They didn't come with one. If everything is right you won't need it. The
sheath is quite stiff and tends to stay in place by itself. The choke
linkages are spring loaded. Unless there is a problem with the linkages or
jets the springs are strong enough to keep the slack out of things. If not,
it is time to give the carbs a good cleaning. The jets should slide with
virtually no effort.
You might drill and tap the carb barrel, insert a small set screw, and snug
it against the sheath. However, this is treating the symptom instead of the
disease.
