So if I keep the mileage on my alligator to less than 12000 miles per year
will I be exempt from emissions laws assuming it was born prior to 1965 and
has not been modified?

12,000 mile exemption is a great example. Amendments like this are the
answer to most car collectors problems. For reptiles you only need a
Federal permit to keep a cat, dog, gerbil, etc., and you are covered for
alligators, cobra's, rattlesnakes, elephants, lions, whatever.

bill to exempt any vehicle driven less than 12,000 miles a year. Gets most
of us off the hook; those of us who don't drive our datsuns that much as
well as those who can swap in a spare speedo. And for those who it does
not: changes the original rolling 30 year window to 45 years rather than
eliminating it. So we'll all eventually be off the hook for it.
