idling down a solex

i'm trying to get u20 w/solex to idle down... i've got it set at 20btdc and
screw the pilot screw all the way down and backed off one full turn each... the
throttle stop is adjusted at contact... but the motor still races at 3+k rpm...
i've check for vacuum leaks but everything seems to be fine... any thoughts?
