I must agree with Gordo, and add a further view. During my career in
environmental compliance I've learned that any environmental issue, active
in the media or on the legislative floor should be highly suspect of being
only a political tool, employed by an industry based special interest.
I know it sounds like a "Conspiracy Theory, But I've seen enough to
permanently slant my views. Wanna sell more cars? Buy your self a lobbyist,
stuff his pockets with cash and send him to the capital. Give a senator or
two that cash, and a script that says "Protecting the Environment!!" and
your goal will be reached un-opposed.
