Air injection was fitted on USA model year '68-'70. So four
holes into the cylinder head are common to see.
For the earlier 1600 ('66-67) & 2000 ('67) there are not smog
holes present. Very early ('66) 1600 heads are cast iron.
I've made "block off plugs" for the later heads allowing them
to be used on earlier, or racing only, vehicles that are smog
exempt. Alas, all my machines will be in storage for a good
year while I build the new shop.
