Bill,
Are you headlights working? If the '70 wiring is the same as the '69
wiring, the common link between the instrument lights and the tail lights
is the headlight switch. The instrument cluster is pulling power with the
passenger side headlight, and the tail lights are on an independently
fused circuit.
However, 1970 very likely marks the year that US DOT mandated that tail
lights and instrument cluster lights work on the same fuse. That way, if
you can't see how fast you're going, it's a hint that the people behind
you can't either. My '70 240Z is wired that way. So, swap out the fuse
if you can't test with a multimeter.
