I have had good luck using a power of attorney in Texas.  You fill out the
form including the VIN of the car and then have the registered owner sign
it.  At that point you own the car.  You can go down to the DMV and request
a certified copy of the title, sign the registered owners name using the
power of attorney, and then have a new title issued in your name.  It can
all be done in an afternoon.  The hard part is finding the registered owner
in the first place.
