I lived in New Zealand for about 5 years. They have some laws down there that
allow anyone to ring through to the police and make a complaint about someone
that has been breaking the law whilst on the road. So long as you identify
yourself and get the license plate number, they (the police) will take it very
seriously and follow through. Of course the complainant will remain anonymous.

About 2 weeks ago I was almost run over by a yahoo talking on the phone as
he sailed through a red light. In NYC there is a law against using cell
phones while driving but I guess some people think laws are for others. I
did get his plate number and gave it to the police but I doubt that helped
much.
I have noticed that some people can't "walk and talk" much less drive and
talk. I hope they're not chewing gum also :)
