I had a similar problem. The main trouble was with a couple wires coming
from the starter to the wiring harness. The connector plug between the 2
harnesses had a corroded terminal which happend to be the power from the
starter to the fuse block.
I was only getting 2 volts to the ignition switch after running out an
getting a new battery.
