No, you can't open for less. That's a minimum bid, not a reserve. A
reserve should be a price above the minimum bid. You still don't agree
to sell the item unless the reserve is met, but you have no obligation
to let anyone know what the reserve is.
It costs a little more to list items with reserves and high minimum
bids. I've never used either but I've never sold anything that was all
that valuable.
