1500 on Ebay is the engine an R-16?

Saw this roadster on Ebay, and I'm not familiar with 1500s.  If this is a 
1963, shouldn't it have a single carb?  and doesn't the motor look like 
an R-16?

Considering the minimum bid,($15,000) I would expect matching numbers, 
original wheel covers...you know, perfection.
