Choke Cable length

All,

I was perusing Gordon Glasgow's awesome website and I stumbled upon an 
interesting tidbit.  On the page of the parts diagrams that deals with the 
accelerator linkage (page 13) it speaks to relocating the choke cable.  I 
recall reading a scathing note from a reviewer about how dangerous the 
throttle cable location was, so perhaps this was some kind of safety 
revision to the layout.  Comments from the experts??
