To add a bit to Barrie's very good writeup about distributor timing:

The R-16, I believe has marks every 5 degrees, not 4.
But way more importantly, for those of us with SU and not
solex - DISCONNECT THE VACUUM ADVANCE before doing
this test. The Vacuum advance adds MORE advance at part throttle,
so you'll see a non-smog distributor show way more than 15 degrees
total advance at part-throttle. This could really confuse you.
To be sure, of course, pull the breaker plate and see what's stamped on
the advance plate. 7.5 is non-smog and 17 is smog. Oh - and the
vacuum advance hose connects to a port underneath the rear carb
(R-16) or on top of the front carb (U-20), NOT to the intake manifold.
It should have near-zero vacuum at idle. Amazing how many have
been incorrectly rerouted...
