Wheel Question

Today I picked up a spare tire and wheel out of a 67 for
$12.00
Really in nice shape.

The tire is a TOYO  E-41   5.60-14   4 P.R.  and has Sports
scripted on it.  Has a 3/4 inch whitewall.  Looks like the
one in my ad.

The wheel is what my question is about because it is two
tone.  The outside appears to be the correct silver.   The
brake side of the wheel is a very nice shiny black with some
silver overspray on it.  Did the wheels start out black and
get painted silver?
