Running hot?

Hello All,
        After driving around town, not in traffic really just city driving,
my water temp is at ~200 degrees.  This seems high to me.  It was not 
particulary hot that day ~75 and I was not running the car hard.  IS this too
hot?? I am planning on getting my rad recored very soon. People with good
rad, do your cars stay around 180??
        My car has a 180 thermostat, enough oil, just tuned up. It does not 
have the little rad air scoop..would that make a significant difference??
